Making UT2004 Skins in 2018

I thought it would be easy to make a model for UT2004, so I downloaded an obj file and rigged it successfully. My only problem now is making the .dds file for the actual skin. Unfortunately art is where my expertise ends in UT. I would think if I was only making a skin then I wouldn't need any meshes or rigging. The UVs would already be setup on the appropriate mesh and DDS and you just need make the texture adjustments you want to an existing skin.

I never got quite the hang for skinning in ut2004... until they released a playable model for the Male Soldier based on the ut99 version.

Even with that I couldn't make new skins for it, but I could edit the existing skins of that model...
